Service fee rounding

We have added a new option to the auto service fee rule setup to apply rounding to the inclusive fee amount as opposed to the exclusive amount. This has been provided for cases where fees are negotiated on an inclusive basis and the amount results in a 1c difference when grossed down and up due to 2 decimal place limitation.
